    rem: dev: Remove obsolete UDP response truncation fallback

    Since UDP sockets were changed to allow fragmentation, responses limited
    by max-udp-size can no longer trigger the fallback that replaces a failed
    send with an empty truncated response. Remove this unreachable handling so
    UDP send failures follow the standard error path.
