    Fix/69689 refund check button (#69690)

    * Restore the Check button on the refund data fix tool

    The inline script inserted the Check button relative to td.run-tool, but the Fix button now sits inside span.run-tool-actions, so insertBefore threw NotFoundError. Insert relative to the Fix button's parent instead.

    * Add changelog entry for refund fix tool Check button

    * Use the correct tool name in the changelog entry
