    Build/Test Tools: Cover persisted dashboard preferences.

    Add browser checks for Welcome panel dismissal and visibility, widget visibility, collapse and expansion, and widget ordering. Verify each preference persists after reload.

    Use a temporary administrator for each case to preserve shared user preferences. Permanently delete that user's Quick Draft auto-drafts before removing the user.
