    Skip isctest self-tests in cross-version-config-tests

    The job exists to catch named.conf breakage between releases; the test
    framework's own tests have no bearing on that.  They also don't
    tolerate --setup-only: duplicate_root_zone relies on its test body to
    clean up after a server that dies on purpose, so its teardown fails.

    They are deselected rather than --ignore'd: pytest runs from the
    baseline tree, whose conftest.py disables --ignore until it carries
    the pytest_ignore_collect fix.  --deselect works with any baseline.
