    avcodec/mpegutils: Remove obsolete emms_c

    After 5dc2dd9b9f291a373015500b11136bef39cbc6c0 of all the
    mpegvideo-based decoders only the VC-1 one uses any mmx regs
    at all; yet the VC-1 decoders don't call ff_draw_horiz_band()
    at all, so one can just remove the emms_c here.
