    sync-with-cpan: Include semantic-versioning 'v' in version pattern

    In 1c90da2f77 (committed Mar 26 2024), a regex pattern for recognizing
    distribution version numbers was introduced with the intention of
    accommodating semantic versioning when synching "cpan-first" libraries into
    the core distribution.  The one applicable case to date is that of the
    podlators distribution, whose versioning looks like:

        v6.1.0

    The regex pattern was not capturing that initial 'v'.  As a consequence,
    Porting/sync-with-cpan was incorrectly composing a new value for podlator's
    DISTRIBUTION element in %Maintainers::Modules that looked like:

        vv6.1.0

    ... when the new value should simply have been:

        v6.1.1

    This patch appears to DTRT.
