    fix: dev: Do not link zones into the zonemgr

    Previously zones were part of a linked list owned by the zonemgr
    that was used to print statistics. This MR instead walks the
    view list and the zone table for each view.

    As a side effect, it also makes the zonemgr explicitely a global
    singleton. Previously, only one instance existed but it was
    reference counted.
