    Build/Test Tools: Cover user creation and bulk deletion.

    Add browser tests for creating a user through the admin form and logging in with the generated password, and for deleting selected users through the bulk-action confirmation screen while preserving an unselected user.

    Use REST fixtures and cleanup scoped to the test users. Cover the single-site user-management screens.
