[Email Editor] Note the translate_slug_to_color() return change for package consumers (#69766)

Add a changelog note for the translate_slug_to_color() return change

#69617 changed what `translate_slug_to_color()` returns for a palette slug
no origin defines: an empty string rather than the slug itself. The method is
public on three classes and `woocommerce/email-editor` is published to
Packagist, so external consumers can call it.

The change is described in #69617's description, but a Composer consumer reads
the package changelog, not a PR. The entry that shipped is merchant-facing and
says nothing about the return value.

`minor` rather than `patch`, so the version bump reflects a public behavior
change for anyone resolving the package by constraint. Both entries are still
unreleased, so this lands in the same release as the change it describes.

+translate_slug_to_color() on Theme_Controller, Settings_Controller and Rendering_Context now returns an empty string for a palette slug no origin defines, rather than the slug itself. Callers should treat an empty string as "omit the declaration".
