    Tests: Make image, privacy and KSES data providers static.

    Declare 25 data providers in the image metadata, privacy export, and KSES tests as `public static` for compatibility with newer PHPUnit versions. Call the existing static `text_array_to_dataprovider()` helper with `self::`. Preserve all datasets and assertions.
