    Build/Test Tools: Recover E2E fixtures after interrupted runs.

    Remove stale plugin and theme fixtures before each management test, preserving the existing absence and activation assertions. Remove leftover `.maintenance` and `fatal-error.php` fixtures before global setup connects to WordPress.

    Reuse the fixture cleanup after each test so subsequent runs do not require a manual environment reset.
