    docs: update Excellence Verified badge guide for post-launch (#68014)

    * docs: update Excellence Verified badge guide for post-launch

    Clarify that test packages are published to the QIT registry via the QIT CLI and never ship inside the customer zip, linking the quickstart.

    Vendors were reading the current wording as a requirement to bundle tests in the download. Also move the timeline section to post-launch tense now that the badge is live, and fix the launch tense in the first FAQ.

    * docs: restore adjustment window length and fix pre-launch tense

    - Put back "of at least two weeks" in the rollout history, which the post-launch rewrite dropped.
    - Move the first FAQ question to past tense to match its answer.
    - Change "are calibrated at launch" to "were calibrated at launch" in the thresholds note.
