fix: scroll the fulfillment drawer with the mouse wheel on desktop (#69634)
* fix: scroll the fulfillment drawer with the mouse wheel on desktop
On desktop the drawer body is height: fit-content, so the panel is the real
scroller, but the body's overscroll-behavior: none blocked the wheel from
chaining to the panel and nothing scrolled. Switch it to auto; the page
behind still stays put via the drawer's overscroll-behavior-y: none.
* Add changefile(s) from automation for the following project(s): woocommerce, woocommerce/client/admin
* fix: keep the fulfillment drawer's mobile overscroll contained
The desktop fix sets the base body rule to overscroll-behavior: auto. On
<=782px the body is the actual scroller, so restore overscroll-behavior: none
there to keep mobile nested scrolling exactly as it was.
