    Let pytest's --ignore options work in the system tests

    pytest_ignore_collect is a first-result hook.  The conftest returned
    False for every path it had no opinion on, which stopped pytest's own
    implementation from running, so --ignore, --ignore-glob, collect_ignore
    and norecursedirs were silently inert under bin/tests/system.  Return
    None instead when there is no reason to ignore a path.
