    Build/Test Tools: Add an E2E fixtures module and a WP-CLI helper.

    Playwright copies the config's `use` options, including `storageState`, into every `browser.newContext()` call that does not set them. The cache-control specs' logged-out pages were therefore logged in. A new `loggedOutPage` fixture in `tests/e2e/fixtures` opens a page in a context with no cookies, and the cache-control specs use it.

    The logged-out cache-control check now fails when the header contains `no-cache`, `no-store` or `private`. Before, it failed only on an exact match, so it passed for the logged-in header too.

    A new `wpCli()` helper runs WP-CLI with `--path` set from `LOCAL_DIR`, so WP-CLI loads the same copy of WordPress as the site under test. The install and invalid-timezone specs now use it.

    The E2E README describes both ways to run a test logged out.
