    fix: test: Send unique query IDs from the ditch tool

    isctest.tools.ditch leaves the message ID to dnspython, which draws a
    random ID for every query, so IDs can repeat within a single run.
    ditch.pl avoided that, because Net::DNS does not reuse recently sent
    IDs.  Number the queries sequentially from a random start instead,
    which keeps the IDs unique within a run.

    This intermittently broke the fetchlimit clients-per-query checks,
    where named rejected such a query as a duplicate instead of counting
    it against the quota.
