    Tests: Cover HTTP proxy configuration and routing.

    Add coverage for `WP_HTTP_Proxy` settings, authentication headers, incomplete configuration, and proxy routing decisions. Verify the `pre_http_send_through_proxy` filter and exact and wildcard bypass hosts. Isolate tests that define proxy constants in separate processes.
