    .github/workflows/ci-nightly.yml: bump cygwin-install-action to v7

    Bump cygwin-install-action to v7 to include commit 2dde27ae8cd6 "Add
    new CodeSign certificate fingerprint";  otherwise, the action fails
    with the following disagnostics:

        Signature status: Valid fingerprint: 3AB2B14363B58A1856D4902C737797C899118095F7025DF7832C1B52483865A0
        Invalid CodeSign signature on the downloaded setup!

    due to failing check against an old hard-coded fingerprint (2CE11DA3..).
