    [skip ci] Clarify curl_multi_exec() integer conversion errors

    curl_multi_exec() accepts values such as '1', true, and null for
    $still_running by converting them to int. Update UPGRADING and NEWS to
    state that TypeError is thrown when the value cannot be converted to int.
