    Decode to 8-bit in IntraBC border test

    EncodeAPI.IntraBCMultiThreadBorderExtension compares the MD5 of the
    encoder reconstruction with the decoder output. With
    FORCE_HIGHBITDEPTH_DECODING=1 the decoder returns 16-bit images for an
    8-bit stream, but the reconstruction stays 8-bit. MD5::Add() hashes 2
    bytes per sample for high bitdepth images, so the hashes never match
    and every frame fails, including the key frame.

    Set allow_lowbitdepth in the test decoder config, like
    encode_test_driver.cc does.
