    Remove --feeling-safe from interop_tests.yml

    Recently a fedora-43 container update started causing our nightly
    gnutls/nss interop tests to fail:

    It appears that the --feeling-safe argument to the tmt command is no
    valid as part of the run subcommand, and rather needs to be specified
    prior to the subcommand - i.e. tmt --feeling-safe run

    So make that adjustment here
