    chg: ci: Rename monitoring jobs

    Jobs belonging to the same stage of a CI pipeline are sorted
    alphabetically in GitLab's web interface.  This causes all monitoring
    jobs to be grouped together, separately from the jobs they monitor.
    Tweak the names of the jobs and YAML anchors that are related to
    monitoring RPM and Docker builds in tag pipelines, so that each
    monitoring job is displayed right next to its triggering job in the
    pipeline graph.
