Revert "nhrpd: fix dont consider incomplete L2 entry"

    This reverts commit 3202323052485d8138a3440e9c9907594ad99c57.

The code is incorrect. See the remark in Link.

It was an attempt to fix an issue in a FRR version previous to
5d9ebe6181 ("nhrp: fix race condition") where the lladdr was replaced
    by 0.0.0.0.

nhrpd is responsible of the neighbor entries originated from NHRP. The
kernel is unable to manage them like it does for ARP/NDP entries. When the kernel sends a neighbor probe (who-has), nhrpd should reinstall the entry before it expires.
