    avcodec/h2645_sei: copy alternative transfer characteristics between frame threads

    The alternative transfer characteristics SEI persists until the next one
    is received, but ff_h2645_sei_ctx_replace() did not copy it to the next
    frame thread. HEVC copied it in its own update_thread_context()
    instead, now both do.
