Remove unused Product Reviews and email-note images (#69514)
* chore: Remove unused Product Reviews and email-note images
Two image files in plugins/woocommerce/assets/images are no longer
loaded by anything in core.
block-placeholders/product-reviews.svg was the editor placeholder of
the first Product Reviews block (woocommerce-blocks#8857). #59105
replaced that block, and nothing has referenced the file since.
admin_notes/dashboard-widget-setup.png was the image of the "add first
product" email note, which went away when #55660 removed the merchant
email notes. The dashboard setup widget loads images/dashboard-widget-
setup.png, a different file that stays.
Delete them. Searches of the repository, wp.org plugins and themes,
GitHub, local extension clones, the WooCommerce.com feeds and the iOS
and Android apps found no consumers. The history of each file is in the
PR description.

* chore: Add changelog entry for removing unused Product Reviews and email-note images
Adds the dev changelog entry required for the plugin package. It
carries a comment and no message because nothing changes for
merchants.
