    Bug#40207685 GitHub CI builds fail because libudev-dev is missing

    Problem
    -------

    Daily MTR, PR Build and PR MTR fail during CMake configuration before
    compilation or test execution because WebAuthn dependencies are missing.

    Analysis / Root-cause analysis
    ------------------------------

    WebAuthn support requires the libudev development files on Linux. The
    shared CI bootstrap script does not install libudev-dev, so configuring
    with WITH_AUTHENTICATION_WEBAUTHN=ON fails on runners without it.

    Solution
    --------

    Add libudev-dev to the packages installed by scripts/ci/bootstrap.sh.
    This supplies the dependency for all workflows using the shared script.

    Validation: bash -n scripts/ci/bootstrap.sh and git diff --check pass.
    Full CI validation is pending a fresh run after the fix reaches trunk.
