    build: make quoting in `frr.pc` consistent

    Quotes in `.pc` files are kinda optional, in theory they can "help" if
    someone chooses installation paths with spaces at the beginning or end.
    (Which probably breaks in a million other places.)  Let's at least be
    consistent and have everything quoted rather than a mix.
