    Tests: Separate URL details parsing tests.

    Move direct `WP_REST_URL_Details_Controller` parsing tests into a separate `WP_UnitTestCase` class. Preserve all 80 datasets and their assertions while avoiding REST setup and teardown for parsing-only checks. Keep endpoint tests in the existing controller test class.
