    Site Health: Stop listing obsolete compression constants.

    The `COMPRESS_SCRIPTS` and `COMPRESS_CSS` constants are no longer listed under WordPress Constants on the Info tab. Since r43580 `load-scripts.php` and `load-styles.php` have not compressed their output, so the constants have no effect: they only add a `c` argument to the loaders' URLs, which nothing reads. Listing them suggested a setting that still mattered. The constants themselves are left in place for now, pending the removal of the rest of the compression code as part of retiring script and style concatenation. The `ENFORCE_GZIP` constant was never listed.
