    [skip ci] Remove CLAUDE.md (#23784)

    Claude Code now supports AGENTS.md directly, so the CLAUDE.md file that
    only redirects to AGENTS.md is no longer needed.

    Remove it from PHP 8.6 following the release branch cut.

    Closes #23784
