    tests/tcg/mips/user/isa/r5900: add README

    Those tests are dead code at the moment. We can keep them around here,
    but at least let's document what it is and why we can't run them.

+architecture, which has single-float arithmetic, and custom 128-bit registers.
+Also, a specific toolchain has to be compiled for it.

+We keep the tests here in case someone is interested one day to resurrect this
