Compress the mobile app modal illustration (#69548)
* perf: Compress the mobile app modal illustration
Optimize 1 shipped image without changing file names, formats or dimensions.
The set shrinks from 230 KB to 117 KB (49%). Each lossy file keeps a luma SSIM of at
least 0.98 against its trunk copy and a ssimulacra2 score of at least 80.
