Refresh WooCommerce admin icons for WordPress 7.2 (#70621)
* Refresh admin icons for WordPress 7.2
* Add changelog entry for admin icons
* Strengthen admin icon regression tests
* Restore the Products box icon
* Align admin icon since tag with WC 11.3
* Restore the Products tag icon
Revert the box-icon change to follow the design-approved choice in the prototype.
* Explain icon API checks for PHPStan
* Explain admin menu global mutation
* Require the icon API in legacy icon tests
* Require the icon API in missing icon tests
* Import the admin menu icon service
