    Build/Test Tools: Report the database version to the Host Test Results.

    Pass the test database settings to the test runner's report step, so the Host Test Results show the database server version for core's runs instead of `Unknown`.

    The test runner gets the version from the database server with `SELECT VERSION()`, but only when `WPT_DB_HOST`, `WPT_DB_USER`, `WPT_DB_PASSWORD`, and `WPT_DB_NAME` are set. The values are the ones the test suite already uses in the local Docker environment.
