    avcodec/packet: add AV_PKT_FLAG_EOS

    A demuxer can know that a packet ends a sequence whose decoder state
    the next packet does not continue, such as the last packet of a
    chained Ogg link.

    This flag passes that on, so that a decoder can do whatever ending a
    sequence requires on that packet.
