debian: fix .pc install path, ship in test-tools
The .pc file, if installed, belongs in `/usr/lib/multiarch/pkgconfig`,
without `/frr` in there. Unfortunately we're setting `libdir` to
include a `/frr` and that seeps down into the pkgconfig path. Pass the
right value in Debian's configure line.
For now, we don't have a `-dev` package, so the file goes into
`frr-test-tools`.
