    Define PERL_NO_DEV_RANDOM in vms/vmsish.h

    In Perl_seed in util.c, entropy is acquired from /dev/urandom unless
    explicitly disabled, and it can't be disabled via a configure-time
    option.  The fallback code works well enough, but it's expensive
    to continually attempt to open a device that never exists, so don't.
    A run of the core test suite is about 15% faster after this change.
