    Build/Test Tools: Normalize file paths for comparison in `HookDocBlock`.

    This ensures that file references in hook docs are correctly resolved in `HookDocBlock::resolveWithinRoot()` when running PHPUnit locally on Windows, and avoids reporting files as missing when they are actually present:
    > `apply_filters() call for hook "theme_auto_update_debug_string" references documentation in "wp-admin/includes/class-wp-debug-data.php", but no such file exists in the tree being analyzed.`
