    Decode to 8-bit in ForcedMaxSetBeforeFirstFrame tests

    RunForcedMaxSetBeforeFirstFrameTest() (added in 062220fcbb) compares the
    MD5 of the encoder reconstruction with the decoder output. With
    FORCE_HIGHBITDEPTH_DECODING=1, passing nullptr for aom_codec_dec_cfg_t
    causes the decoder to return 16-bit images for an 8-bit stream while the
    encoder reconstruction stays 8-bit, so MD5::Add() hashes 2 bytes per
    sample for the decoded image and every frame mismatches.

    Set allow_lowbitdepth in the test decoder config, matching
    encode_test_driver.cc and f931b30a90.
