    tests/fate/vcodec: require the scale filter for the mpeg2 and mpeg4 tests

    The vsynth sources are tagged center sited and the mpeg2video and mpeg4
    encoders require left or top-left siting, so these tests convert the
    chroma location when encoding and back when decoding. Fixes FATE with
    --disable-swscale.
