    lib/locale.t: Allow testing of LT locales on Darwin

    For the past 12 years, when run on Darwin `lib/locale.t` has avoided testing certain locales that were known to be defective.  Specifically,

        darwin => qr/ ^ lt_LT.ISO8859 /ix,

    This restriction was introduced in 852b6749a7 back in 2014.

    A recent change in the formatting at https://perl.develop-help.com/ now exposes cases where unit tests that are currently TODO-ed have begun to PASS.  Let's see what happens when we relax this restriction.
