    Disable compound prediction in TPL for speed 1

    The CL extends the TPL sf setting 'allow_compound_pred = 0'
    from speed 2 to speed 1.

    Encoder performance results averaged over all resolutions are
    as follows:
       Instruction Count          BD-Rate Loss(%)
    cpu   Reduction(%)   avg.psnr  ssim    vmaf   vmaf_neg  uvq_1p5
     1       3.371       -0.0988  0.1752  0.0371  -0.0065   0.1989

    STATS_CHANGED for speed = 1
