    fuzzing: add the unci pixel-interleave row size timeout to the corpus

    OSS-Fuzz testcase 5169899400658944, a timeout in tile_fuzzer. The image is
    16711688x8 with 8x4 tiles, so each of the 96 tile decodes of the harness
    iterated over 2088961 pixel columns in
    unc_decoder_pixel_interleave::get_tile_data_sizes(). That loop was removed in
    2f642b11 (GHSA-vr5j-9r89-725x). The file is added as a regression input for
    the fuzzer runs in CI.
