    Tests: Use pretty permalinks by default in the test suite.

    Core's PHPUnit tests now run with the `/%year%/%monthnum%/%day%/%postname%/` permalink structure by default, which matches most real sites. Before this, the suite defaulted to plain permalinks, and many tests called `set_permalink_structure()` only to turn pretty permalinks on.

    The default applies only when `WP_RUN_CORE_TESTS` is set, so plugin test suites that use the core test library keep plain permalinks. `set_permalink_structure()` with no argument still sets plain permalinks. Tests that assert plain permalink URLs now set that structure explicitly, and calls that only set the default structure are removed.
