    tools: use ubuntu-latest for public lint-js-and-md jobs

    Use ubuntu-latest in public repositories to reduce runtime and
    provide more headroom when the ESLint cache cannot be restored.

    Keep ubuntu-slim in private repositories to avoid increasing
    runner costs.
