    Wait for ns2 to retry a quota-refused transfer of 'changing'

    ns1's transfers-out quota can refuse the transfer of 'changing' like
    any other zone's. ns2 then retries only after the zone's retry
    interval: up to a minute while it has no copy, and the SOA's half an
    hour once it holds serial 1. The test waited 30 seconds for serial 2.
