    doc: add reference to how to list EC curve names

    EVP_PKEY_keygen() and the related keygen helpers take an EC curve name
    as a string parameter, but the page did not point to any way of
    discovering the accepted names. Add a reference to
    EC_get_builtin_curves(3), which lists the built-in curve NIDs, and
    OSSL_EC_curve_nid2name(3), which converts a NID to the name string
    accepted by the keygen functions.
