    tests: nhrp_redundancy, check a local entry neighbor request

    Check that nhrpd survives a kernel who-has request for a local map entry,
    which has no peer. Configure a local map to an address routed through
    the tunnel interface, and send traffic to it so that the kernel creates
    an INCOMPLETE neighbor entry and asks nhrpd for the link layer address.
