    Devel::PPPort: fix SSize_t_MAX test under -Duselongdouble

    The test assumed UV-ness would be preserved, but pp_divide doesn't do
    that when NV preserves all UV bits.

    Change to a shift to preserve UV-ness.

    Fixes #24939
