    chg: test: Migrate the dnstap system test from shell to pytest

    The dnstap system test's tests.sh is rewritten as pytest modules: one for named-checkconf and the file-output checks (traffic, frame counts per server, dnstap-read output formats), and one for the "rndc dnstap" -reopen and -roll commands, so a failure is reported per configuration file, per server, or per roll size instead of as one shell exit code.
